
Behind the Standards: I.S. 3218 Certificates
In 2024, the Irish Standard 3218 for Fire Detection & Alarm Systems – governing planning, design, installation, commissioning, servicing & maintenance was updated.
Here’s your quick guide to what each certificate means and why it matters!
📄 Annex B1 – Confirmation of Design to I.S. 3218:2024
Confirms system design following a full risk assessment. Issued by a competent, insured consultant or fire protection specialist.
📄 Annex B1 – Confirmation of Installation to I.S. 3218:2024
Confirms wiring and installation meet I.S. 3218. System requires a dedicated mains supply from a RECI-registered contractor, with RECI cert included in final handover.
📄 Annex B1 – Confirmation of Commissioning to I.S. 3218:2024
Verifies all devices operate correctly and sound levels meet requirements.
📄 Annex B1 – Confirmation of Commissioning to I.S. 3218:2024 for modification, extension, or alterations to a system
Verifies all new devices operate correctly and sound levels meet requirements. Also ensures new devices are compatible with the original system.
📄 Annex B1 – Confirmation of Acceptance
Previously referred to as “Handover Certificate”, this is signed by the Owner/Occupier after full system demonstration and receipt of all documentation.
📄 Annex F1 – Annual Servicing & Testing Certificate
Issued after four quarterly maintenance visits (or bi-annual in some cases) confirming all devices were tested in the past 12 months.
📄 Annex F – Schedule of Servicing & Testing
Previously referred to as “Model Test Cert”, this should be displayed by the main Fire Alarm Control Panel showing planned service dates and completion records.
📄 Annex F2 – Logbook
Your fire safety diary to record every test, service, and maintenance action.
The “B1” for example just refers to where the template is located in the standard — Annex B, Section 1 and it contains the exact wording, fields, and sign-off details required so that certificates are uniform, recognised, and legally defensible.
Tip: All four Annex B confirmations – Design, Installation, Commissioning and Acceptance as above are required for a compliant system.
